Open Letter to the Local Government Minister, Restoring Accountability and Protecting the Vulnerable in Bulambuli

Honourable Ministers, Hon Balam and Hon Namere,

As you undertake your working visit to Bulambuli, it is my duty as Chairperson Board Bulambuli Union of Persons with disabilities to draw your attention to grave irregularities that have come to light following our financial review meeting. These transactions are not minor oversights; they represent a breach of trust and a betrayal of the communities civil servants serve.

The Public Service Standing Orders mandate civil servants to provide free and quality service to all citizens, with particular emphasis on the most vulnerable persons with disabilities. When officers divert funds meant for service delivery, they undermine this principle and deny the most disadvantaged members of society the dignity and support they are entitled to.

Evidence before the board shows that Voucher No. 007 dated 23 September 2026, amounting to 360,000 shillings for field promoters’ allowance, was erroneously processed ahead of time. We questioned the entitlement of these payments and resolved that the funds be refunded. Voucher No. 011 dated 7 May 2026 recorded registration fees paid to Mr. Nangoli Steven. While 100,000 shillings was disbursed, the voucher reflected 150,000, and this payment further contradicts the established norm in Bulambuli where community-based organizations are exempt from registration fees. A refund of these monies has been requested. Voucher No. 013 dated 28 January 2026 indicated payments totaling 2,500,000 shillings to Wodumaga Babra (600,000), Sibeke David (100,000), Wegosasa Suzanne (1,100,000), and Namataka Josephine (700,000) for certification. This transaction is both erroneous and fraudulent, as our organizations are exempt from such fees.

While I have brought these irregularities to the attention of the concerned officers and requested refunds, they have instead resorted to writing anonymous letters to me in a bid to break my leadership and frustrate accountability. Such conduct is not only unprofessional but also a deliberate attempt to silence oversight and perpetuate impunity.

Honourable Minister, these actions cannot be excused as clerical errors; they raise serious questions about the intentions of the officers involved. We therefore call upon your office and the line ministry to take decisive action. The officers named must be apprehended and compelled to refund the misappropriated funds. Anything less would signal tolerance of impunity and erode public trust in government.

The people of Bulambuli deserve better. They deserve a public service that is transparent, accountable, and unwavering in its commitment to the vulnerable. We urge you to act now, for the sake of justice and the dignity of our communities.
